Grey cells cut the grid
The two grey cells cut every row and column into runs of cells.
Here: a run of 3 cells (in blue)

Each run holds 1 to N
A run of 3 cells holds 1, 2, 3. A run of 4 holds 1, 2, 3, 4. Once each.
Here: a run of 4 cells

Find the missing number
The first row already has 1 and 3. So 2 is missing.

Every cell follows from the others. You never need to guess.
